Virtue of Justice cooldown needs to be halved
Imo the active needs to apply 3 stacks of burn instead of a single stack, but reducing the cooldown just de values the reset on kill trait, makes the class more unbalanced in 1v1 etc.
Fix the bug with the radiance trait, or make it refresh the signet on VoJ refresh and VoJ will have a very nice active honestly.

I like this idea but …
If we had that, we would be procing Inner Fire ALL the time. It’s too much with all the crit we already have in Rad and the Fury uptime is 80% of the ICD for it.
I don’t think the CD on VoJ should change either. There are already multiple ways to decrease recharge on this skill in two different traits.
Or they could add more stuff onto it to make it worth activating.
I’m not sure what Anet could add but I’ve always pushed for making the GM trait in Virtue benefit active VoJ. Doing something there could be a reasonable place to ‘fix’ this issue. Frankly, I don’t think activating VoJ has a problem. Getting a blind is sometimes a nice choice you get to make.

“multiple ways to decrease recharge”
besides the refresh on kill trait, VoJ is a 21 sec recharge when fully traited into Virtues.
for 1 blind and 4 secs of 1 stack burning, that is a really kittenty activation.
The problem with giving it 3 stacks of burning is that since it gets applied to nearby allies, you could potentially put 15 stacks of burning on a single target instantaneously, which would be disastrous, particularly in PvP. They need to find a way to give activation additional benefits that won’t end up bringing it over the top.
One Activation in a group (4s x 5 allies) does the same damage as 10 passive triggers (2s x 10 triggers). If you are not built to land lots of fast hits, the Active is often a good choice in a group… it just doesn’t look very strong because the majority of the damage is on the burning attacks that you are giving to your allies.
This is what active Justice does now:
- Your next attack does a 4s burn (within 20 seconds).
- 4 Allies also do a 4s burn on their next attack (within 20 seconds).
- 25s cooldown
This is what you can do with active Justice now:
- It can be refreshed on every kill if traited.
- It can blind nearby foes if traited.
- It can grant 3 stacks of might to you and 4 allies if traited.
- It can heal you for over 1k if traited.
- It can grant you retaliation if traited.
- Each active burn can be extended by 1 second with Supreme Justice (2s with +100% duration).
- 21.75s cooldown

2 stacks would be too powerful? Also, what if increase the burning duration instead, something like 8+ seconds?
Now is really pointless to use the active. They could add a new effect to Supreme Justice instead of increasing by 1 second.
Sadly yes increasing the number of burns applied or extending the burn (by much) would make it too powerful when used in group settings.
This means it would have to be improved in other ways.
They could roll the blind on activation in as a base effect, then change the trait.
They could lower the cool down, but that would lessen how useful the second minor in radiance is.
They could add in some other effect like say having it also cause effected allies to cripple enemies when they attack next.

my thoughts exactly… why is this even a topic.
you actually forgot a little something:
- 3 Stacks vurnability
- Protection (with DH)
and I wouldnt count supreme Justice becuse it actually makes the passiv a lot better damage wise
given that if you do not trait it (or dont consider the trait options) I understand that you can think it feels a little week since you can not see what it does so obviously.
The activation is not primarily about damage imo. the group effect is simply there to compensate the dps loss. Its what you get in addition to it that maks it strong.
to translate the list above to outline the benefit a bit better:
- secure stomp (and immediate refresh)
- heavy hit counter
- (group wide 3% damage boost)
- passiv damage boost through 90 power/condi
- instant aoe or dd damage feedback
- (sustain)
the sustain is not really a factor since you need a whole traitline just for that competing with your best in slot utilites at the moment. The damage buff requires zeal which competes with a GS master so I would strip that too.
The rest is optainable with the too most popular traitlines at the moment.
This is a very stong active
if you are always looking for pure damage it definitely is not the stongest option but do we have to evaluate everything on dps?
How about an additional active effect, added to VoJ: self target skill, if you hit with your next attack VoJ cd is halved perhaps? has some initial benefit, reasonable counter-play, and only affects the guard. might be a few issues with trait choices then, however.
They need to put some traits like this:
-If target deal damage to you equal of 25% of your hp reduce CD of virtues for 2 sec. (5sec cd)
-Your critical hits reduce recharge CD’s of virtues for 2 sec (7 sec cd).
Giving burning and 3 might stacks to your whole group is fairly powerful, especially if used to blind a stomp so you get it right back.
If any virtue needs an improved passive, it’s courage.

Courage is also incredibly strong when traited and a free block is very very strong in pvp.
Courage active is great, but I don’t think an Aegis every 10 seconds would be out of line for the passive.

So what? I’m still right. You can trait to recharge on kill and you can get lowered recharge from Virtue line. Even if you do reduce recharge even more, you’re still going to complain about 1 blind and and 4 secs of 1 stack burning. Reduced recharge is a pretty lame idea considering that anyone who is activating it won’t care about reduced recharge when they get on kill.
You haven’t considered that activating VoJ is awesome for groups. Solo it’s not that great for the burning. With your team it could be ridiculous. This ‘problem’ isn’t any different than AOE … usually suck for single targets, amazing in zergs. You can’t balance that kind of effect with more frequent applications because it still sucks on single targets and is still amazing for zergs.
