Virtues vs Radiance while leveling ?

The topic was while leveling – can you level as a Dragon Hunter?
Leveling while in PvE that is; the scepter and torch are perfectly fine as long-ranged weapons in PvE.

As for what the OP wants.
If you want AOE go greatsword, it has the best cleave you can get & decent single target damage.
If you want to use Scepter and Torch, go ahead. It’s fun.
First, get Zeal and the Scepter trait.
Then, go virtues until you can slot Supreme Justice.
Then get radiance for the Torch trait.
Then go to town. I’m not really sure what adept traits might be best for you in virtues or radiance, but those two master traits are what you want to focus on.

This is a tough choice that I just had to make- except it was for my 45 choice, and I already had max zeal. I am using mace / torch / focus / scepter and great sword. I went Radiance and here’s why:
Justice is blind – extra defense which torch lacks- and with renewed justice you can blind everything repeatedly
Right hand strength – 15% crit constant is huge and it synergizes with Radiant Flame (or inner fire if you decide to use 2hder off hand- purging flame is auto proc of inner fire) -
Renewed Justice – works well with mob to mob kill style. You are able to burn and blind every mob
Radiant fire – this is a workhorse – the CD for this is separate from normal skill so you basically get two Zealot fires every 10 seconds. Absolutely melts things.
Also, if you get bored with torch, Retribution goes good with zeal skill that gives retaliation on aegis end. You want Retreat! for travel anyway. By chaining aegis from Retreat! with aegis from Virtue of Courage + any light field blasts, you can keep fairly high retaliation uptime for the damage boost.
radiant power – steady dps increase. synergy with radiant fire. And since mob is always burning from justice spam, uptime is very high
amplified wrath – steady dps – burn on block is nice if you sub in mace / focus
That said, I think virtues gives more rounded options for group play and more utility. I almost went with it initially. I don’t think it’s a bad choice. But the traits don’t synergize with each other or stand alone nearly as good as Radiance. All the benefits of using your virtues aren’t nearly as useful when you don’t have Renewed Justice constantly..um..renewing justice.
Inspired virtue – excellent for solo and group. Free might, regen, protection
Unscathed Contender – 20% extra damage with aegis. Depending on mobs, there’s a lot of opportunities where you should be able to get in quite a few whacks before aegis drops. I think this could be huge for leveling scepter. Master of Consecrations just makes purging flames more op.
Virtue of Retribution – Free retribution is free dps – kind of underwhelming on its own
Supreme justice – flat dps increase- under whelming to me. I think the extra passive ticks conflict with the benefits of activation (might + more damage) so it’s a trade off
Power of the virtuous – flat dps increase – underwhelming in solo play imo
Permeating Wrath – very fun with Supreme Justice and adds more AOE which is nice. But I feel like you again end up with trade off of using versus saving virtue.
So ultimately I felt like Virtues had too many trade offs or weaknesses to stand on their own (although they synergize with zeal and radiance very good).
