This happens elsewhere in the game too; target seems to be able to just ignore it anyways and run with the chains still on them without any ability to clear it.
Also, immobilize is not stopped by stability. It’s technically a condition.

Interesting so then possibly this is a bug? You are right it is a condition, so that would be then chains (graphic) would be removed if they cleared the immob.

I don’t think it’s possible to stack the condition duration reduction effects that high in sPvP because you can’t use consumables. At best they would have a 58%-ish reduction to immobilize, so it should still momentarily immobilize them, even if it’s just for a second.
Certain passive condition removal can cause this. For instance, the engineer’s transmute ability may be able to immediately convert the immobilize.
I don’t know of any such things for necros off the top of my head, but they do have some passive condition removal. For instance, it’s possible that a minion may have sucked the condition off of them immediately after it was applied. The same thing could happen with a ranger using signet of renewal or empathic bond.
It’s also possible the used a condition removal skill just as it landed. For instance, if an engineer just popped down the healing turret, it would cleanse the immob right off of them. If an ele was in the middle of channeling ether renewal, it’ll just be immediately cleansed. Warriors could be in berserker stance and not be affected by the immobilize at all. A thief could immediately use withdraw and thus cleans the immobilize. Another necromancer might suck the condition off their ally if they’re using plague signet. Other situations are possible.
As far as I know there’s no bug regarding this skill. I haven’t experienced what you described when I’ve used it. You would need to provide a method by which the observed results could be consistently reproduced in order to know for sure.
Server lag.
The only thing I can say. I see it happen all the time and its pretty kitten.
