Favorite in terms of fun, Contemplation of Purity and Judges Intervention. Favorite in terms of usefulness, Stand Your Ground for sure.

Yeah JI for it’s pure versatility in combination with other skills, stun breaking, gap closing and surviving infinite fall damage.
I’m having alot of fun with Bane Signet currently – on-demand range knockdown is perfect at setting up burst or catching (or downing) a fleeing foe.
SYG is definitely game changing though…
I love the shouts so I run Save Yourself, Stand Your Ground, and Hold The Line
Sanctuary. Wish I had more chances to use it.
Wall of Reflection. In PVE this almost never leaves my bar.

Sanctuary with Consecrated Ground is just too much fun. Great for quick cover for a downed ally, or to cut off a runner, or plug a choke against a group.
Love it.
But I run Main Hand Sword, so my favourite slot skill is Judges Intervention.

I’m a big fan of Save Yourselves! … the “I’m about to open up a can of whoop-kitten on you for the next 13 seconds” skill.
Contemplation of Purity, converting all conditions to boons, stun break, and a 2k heal if traited. Love this skill.
Stormbluff Isle
Banish. Has to be #1 for me while in a trolling mode. More so in the EB JP than anything else.
Shield 5 (name escapes me). Close second because people forget to use stability and I always get several people pushed off bridges or cliffs.
New PvP map will probably make hours of fun using these two options

Sanctuary was mine till the recent nerf/bug fix. I no longer find it as useful with the longer cast time so I’m going to be boring and say SYG.
hmm in WvW/PvP, i’m gonna have to say hadns down Judge’s Intervention for me. even in builds with meditations specced, i find it hard to peel myself away from Judge’s.
in dungeons, i want to say Line of Warding is actually one of my all time favorites. nothing like stopping a bunch of silly mobs in their tracks and watch us burn ’em down XDD
Hallowed Ground (especially traited for shorter CD longer lasting)i’ve been playing with a bit more lately, and is beast in various situations! and hello Mighty Blow or lightning hammer eles, always nice to see you. i’d imagine it’s amazing for certain fights in WvW as well. major anti-CC.

Wish it worked against ground targets and siege weapons. Hardly a sanctuary at all, really.
hard choice between stand your ground and wall of reflection. 24s CD on SYG makes it just too good to pass…
Just thought I’d put in a word for Good Guy Greg “Hallowed Ground” for supplying strip resistant stability + a blastable fire field with a long duration

or people who repeatedly walk into LoW or RoW or Sanctuary. given sometimes the particle effects can be distracting, and/or the wardings land in an awkward position i.e. right on top of someone, so after getting knocked down initially, when you stand back up you’re knocked down again immediately. but still. XDD

JL for oneshotting long bow rangers and great fun.
I run an AH build so I normally have Hold the Line and Stand your Ground on my bar because they offer good support and give me heals – and they have the lowest CDs of the shouts. But I do change them around sometimes for special encounters. I am always changing the third utility slot. I ALWAYS use Renewed Focus for my elite. If I ran dungeons, I would most likely use Tomb of Courage because that could certainly save a wipe.

I think nearly everyone, myself included, listed they’re absolutely favourite skills in the game. However, re-reading your original question, I guess you’re actually asking “what are you favourite levelling skills”
To be honest there’s no actual answer to that because you should switch your skills based on the content you are facing, solo/group composition and to compliment the build you have.
Levelling is the best time to experiment with all of the skills, so I encourage you to try everything.
Although perhaps you should be asking “which skills are absolutely useless and I shouldn’t waste any of my time with them” ( eg. anything with “Mercy/Merciful” in the title) ;-)

And i will go with SYG because of how quickly it recycles and it allows ur group to pull off stomps, and has some good synergy with my pure of voice.

In tPvP “Stand Your Ground” might be the single best slot skill in the game.
30s (24s traited) CD that instant casts, stunbreaks, grants AoE Stability + Retaliation can be Traited and Runed to convert + remove conditions. I can’t think of many skills that I even put in the same ballpark in terms of value. SYG is so incredibly useful that I have difficulty making any Guardian build that doesn’t run it, even if I am not building shouts.
Stand Your Ground. Stun break + party stability on a very low cooldown. Also, it’s a shout.
One vote for Save Yourselves! — lots of tasty boons, and the added bonus of helping other people strip conditions. Stand Your Ground comes in second because stability is priceless for a melee character due to so many enemies kicking you around like a football without it.
I don’t always pick a favorite slot skill, but when I do I pick them all.

Definitely “Save Yourselves!”. It’s extremely useful.
SYG and JI.
JI allows you to make big plays. JI to revive a fallen comrade far away or to stomp an enemy far away. JI/Root, JI/Banish, JI/Circle. JI for escaping focus by targeting a mosquito.
I still think “Save Yourselves!” should be renamed to “Kill Myself!”.
