When to use each virtue
Seems like a troll answer but you need to use it when you need the virtue active effect.
If the virtue is traited even better. You have AOE blind + burn and might, Block/Protect + Stability, or Purge 3 conditions and regen with small heal.
Mmm. I love me that AoE Blind. Comes in super handy. For the most part, I use my Virtues when I’m in a tight spot (Overwhelmed) or fighting boss’s or champions. ’Cause you buff people around you with your virtues as well, not to mention, with my build, I also heal myself with each boon on other players.
If you gear yourself right, and trait up right, you can be pretty indomitable and invaluable in group scenarios. My favorite profession by far.

You should spam Virtue of Justice always. I don’t use Virtue of Resolve in a solo setting unless I’m about to use Renewed Focus. If I’m in a group setting, I use it whenever I see our party’s health is below 90% or right before I used Renewed Focus. As far Virtue of Courage, that one I try to alternate with Retreat so I have as much aegis uptime as possible. Because it’s got an 80 second cooldown and Renewed Focus has a 90 second cooldown, there’s no sense not using it. With a point in Virtues, you also get the 5.5 seconds of protection from it. Basically the cooldown on the passive is too long to not use the active ability. Especially use it in a group setting. Always, always.
In PvP I try to save VoJ (AoE blind on radiance 1) for stomping, both VoJ and VoC if multiple targets are on me.
For pvp, use aegis or blinds ( F3 or F1) for big single attacks, like eviscerate, hammer stun, backstab, etc.. For pve, spam your virtue of justice between other blinds to provide good blind uptime on trash mobs, spam it against bosses for vuln/ burning damage modifier. Use virtue of courage along with retreat to support your teammates. Virtue of resolve is best used when traited with absolute resolution, in that case use it as an instant group condi removal.
