Why are Guardians "heals".. so low?

True, but what you don’t see is the mitigation we offer. Constant protection prevents way more damage than you can ever heal. We do so gradually in a sustained manner as well.
simply answer: terrible healing power ratio
you must be doing it wrong because all of the guardians “small” heals add up very fast. Guards do not have healing issues with AH, if anything too much healing.
the only time an AH guard should have an issue is when your team mates are not smart enough to stay close enough to get all your buffs (= heals for you).
AH isn’t even the trait to go if you’re looking at party heal output. If you want something like the shout heals build. You need at least selfless daring (2k), pure of heart(2k), then add writ of the merciful, regeneration and battle presence together, then factor in -33%dmg from protection, and subtract 2-3 (if you also use retreat) spikes from aegis blocks.
I want it to make sense right away, then another sense later. Murkiness =/= quality "

Altruistic Healing heals for each boon applied. For example, staff’s empower would heal you for (79×5×12)=4740. You’re looking at two of the weakest heals the guardian has.
My dodge rolls heal for 2k on allies, staff’s orb of light for 1500, empower for 3100, shield of absorption for 1500, and healing breeze for 3400. Warriors don’t have nearly the healing potential guardians do.
As already stated above, AH is useless if you want to heal your group as it’s pretty selfish. Your best bet would be something similar to the Healway guardian (https://forum-en.gw2archive.eu/forum/professions/guardian/WvW-PvE-The-Healway-Guardian). It builds around Selfless Daring combined with several tricks to grant you multiple dodge rolls (Vigor, Sigil of Energy). It also features high boon duration so you effectively help your group.

You’re just looking at only two things, but aren’t looking at the WHOLE package.
- There’s a trait 15 deep in Honor that heals players around you when you dodge roll for 1000-1500 (depends on +healing). If you have Vigor you can dodge roll a lot.
- The Mace with traits like Writ of Merciful can put out a very high amount of healing for players around you if you’re stacking +healing. It’s around 3,500-4,000~ (per player may I note with +1500 healing) if they stay in it for the full duration.
- Shield bubble can heal you and players around you for 1500~ if you break it.
- Staff empower heals for around 3000~ with +1500 healing.
- Tome of Courage (no questions asked) can put out a ridiculous amount of healing!
- Battle Presence is a powerful trait because #1. it’s constantly refreshing on players around you and #2. it’s a free, passive heal you don’t have to anything about.
We’re not a REAL healer, but we do have much better healing than any other class in game. I sure as hell make people happy though when I drop a symbol on them and start rolling around on the ground and top them off real quick.

Guardian heals are good when a) you have high healing power and b) all players are clustered within 600 range of you. If either of those aren’t true, Guardian group healing suddenly becomes bad.

That build is not a pure support build. It’s a support build that uses a 2h weapon to pretend to DPS and doesn’t maximize healing output, boon output, or protection output. It’s not bad but there are much better builds around for support.
Sure there are, but their viability depend on the size of your group. In small group it would be helpful to actually deal a bit of damage while in larger groups there are usually enough people to do so.
