Zealot's Flame
If you notice the flames icon,you will notice there is a number 4 in white next to it.
The tooltip includes the entire duration of the zealot’s flame.
The zealot’s flame applies burning to nearby enemies around every second for 4 seconds.
I equipped 3 Major Runes of Flame Legion that includes +10% burn duration and a Major Sigil of Smoldering that has +7% burn duration.
I don’t see an increase in time in the tooltip or in real time. Is there something wrong?

Unfortunately you did.
The burning condition ticks every 1second,so if you can’t reach the next second then no damage is dealt.
For example lets say you got an ability that does 1second of burning, if you reach +90% condition duration that will get it up to 1.90sec duration,then only 1 tick will go off.
The +% burn duration can help with the Fiery Wrath trait in the Zeal line,to keep the extra +10% damage.

Vegie pizza food + 3 rune stets that increase burn duration + another 15 in zeal will get you to where you need to get that extra tick. The question is if giving up all your rune slots is worth the single extra tick.

Actually, a lot of tooltips on skills/traits are labeled inaccurately, some don’t give substantional information that would be required (read: internal cooldowns) and then there are some that are just downright misleading.
