Is going concentration only with 30 in virtue good for pve? And maybe 25 in honor and 15 in radiance

Not so much for solo, but in dungeons Consecrations can be really great. Purging Flames has no AOE cap, so you can burn an entire pull. Wall of Reflection is fantastic in a lot of dungeons, Arah comes to mind where a lot of pulls will kill themselves on your WoR with 30k crits. Sanctuary can be useful, but its cooldown is crippling. Hallowed Ground is really only good for the fire field in dungeons, most don’t require you to have stability.

In WvW Consecrations are amazing in zergs, not so great solo or small groups.

So it is good for partying pve? Wats better for soloing?

Shouts and/or Meditations for solo work. Can’t really go wrong with either of those.
