guardian 1v1 in wvw?
Extremely strong in 1vs1 but depends on what profession you encounter. My nemesis to my build is mesmers. They just confuse me big time. Possibly a well played 30k instant death thief also, only because i have around 15k hits, and if i am tired or not concentrating i could get taken down if i am not fast enough to react with a block ability. Taking camps is a breeze for me solo. Upgraded i can do but they generally take too long to overcome slowly but the zerg usually appears.
Here is my build.

Just stack toughness, retaliation and healing power and anyone, and i mean anyone, can beat almost every profession, regardless of skill besides maybe a mesmer. Ooohh add in some power and you have retal ticking for 400 (bypassing armor) per hit which is almost as much as non crits from your chain skill.
A retaliation guardian is probably the least demanding profession to play in a one on one and at the same time it demands the least skill.
You basically need to do three things:
1. Dodge when there is room in your healthpool for a selfless daring
2. Activate a skill for retaliation (virtue, shouts or symbols)
3. See to it that you get hit.
Imo the lamest setup in the game and easy win in almost any 1 on 1 and demands zero effort from you as a player. On the other hand they hit like wet noodles and contribute very little outside small skirmishes.
they are very strong in 1 vs 1 situations.
However , because of low mobility they will lose most of the times in 2 vs 1 situations and will be unable to finish /win an good elementarist / mesmer /thief/warrior /engenier.
If you run from an guardian in time (over 50% hp ) he lack the burst to finish you.
Guards are strong in 1v1, but they are not good at roaming due to low mobility and inability to escape zergs. Also, most classes can run away from guard fairly easily. Most kills come from people too foolish to know when to run.
