Well for PvE you’re team is basically wasting a party slot if they have a player geared as a tank. Larg-scale WvW fights however require defensive stats.

It’s not advisable to run the same build for those activities. They are fundamentally different. If you want to be decent at either, you should have specific builds for each. There is no reason not to since it’s free to reset your traits.
I see you want to run Hammer. Here is a build that I often run in dungeons. It is not top dps but is a forgiving build that provides good dps and protection to your group. This build assumes you have access to might stacking from blasts. It is just an all round forgiving build to get started on. I went with Flame Legion because its all I could afford but other runes would obviously be better. Strength would be my preferred rune.
You will need to do some swapping for WvW. There are Not the same priorities. Here is a good basic build for WvW where you can reuse most of your accessories. Exotic PVT armor can be gotten quickly through several different means… I bought mine with karma. Rune of the Pack or Soldier might be a cheaper alternative.
Since Guardian is a group player there is obvious optomisations that can occur. These two builds work across both game modes.
If you are really lazy you could just run the same WvW build but swap to exotic beserker armor, weapon and accessories and your dps is still pretty good… not great but pretty good.

Really really bad for PvE. You want as little passive defensive as you can. Your ideal would be 100% offensive stats and no defensive stats, but that’s not someone that everyone can play or enjoy playing.
First choose what weapons you like to play and that are good in PvE.
Hammer/GS or GS/Sword&Focus are the best two choice for PvE. But there is other option that can do the job. With the right build Hammer alone can do a great job, meaning that you can bring a staff if you want camp if and only use it between fight or in the beginning of the fight. Scepter is good against big target and you can keep it as back up for harder content if you need it.
Check out the guide from ’’Obal’’. You can adapt it to your need and your playstyle.

Do not use that build; it does nothing but help you leech in zergs and there’s better ways for that too. Sacrificing damage for restoration sigils will just be a problem in tough fights. I am also not sure why there’s so much focus on precision since none of the procs require a high critical hit chance to maintain. Glacial heart’s cooldown is just too high to sacrifice other useful traits.
I mean just look at how much more damage either of Relentliss’s builds do while providing infinitely more utility to the group (reflect+ fire field in pve and stability + fire fields in wvw) Keeping your group strong and alive = you are strong and alive. So you can’t just build for yourself.
