That has to be a display issue or something is wrong. They clearly said in the patch notes that they doubled the ammount it healed allies for. Those numbers you are listing look like the old numbers. The numbered Tarsius posted are what they should look like if they doubled the base ammount and increased the hp coefficient.
Tooltip display is wrong, Tarsius is right.

Yes, I believe so. With 1500+ hp my healing breeze was healing for around 1200-1400 per tick I believe. I think it ticks 5 times, so when I match that with the numbers Tarsius provided, its very close.
Its a good buff btw, but healing breeze will still be unused due to the nature of how guardian plays.

For what it’s worth, I tested my figures in the Mists with 0 and 100 HP just after the patch was released ( That’s why I know the base healing increase isn’t 100%, but oddly 93% at level 80 – perhaps that’s down to scaling ). It’s always possible sPvP numbers are different from PvE/WvW however, and there has been a trend of stealth changes lately in subsequent builds.
But generally, never trust a tooltip

The tooltip is definitely wrong, don’t worry. It is in fact a very sizeable group heal now, provided you hit on every tick. You don’t need to stack HP for it to be useful, but it’s a far bigger reason to go that route if that’s what you want.

Yeah, I have to agree, Healing Breeze blows.
Ay, it could have turned into something wonderful, but the dev made the same mistake as always. They need to start consider where and what they want guard to do.
Currently all but scepter and staff is melee and even the staff is questionable as ranged. All other attacks will most likely put you infront of the allies you have, no mather what situation.
The buff to team healing was really nice however, it could still need a Healing power scale boost but most important, make it aoe around us.
