It does apply the passive cripple WITH burning, it doesn’t replace it. You’re also correct in assuming that it makes no sense to run both Zealot’s Aggression and BGH.
extra damage vs crippled is still nice, becuase a few traps will cripple.
it’s fun running virtues/zeal/dh full zerk getting
+20%dmg unscathed contender
+7%dmg vs burning targets
+10% dmg in symbols
+10%dmg vs crippled
+10%dmg while chained
+10%dmg above 90% hp
empower with staff for 12might and light trap for 20vuln on target for some funny big numbers with true shot.
of course not real possible in pvp but out farming it gets easy with some practice XD
but even ignoring this gimmicky build, it’s still worth running both imo, cuz other people cripple stuff often enough. in pve anyway, since pvp/wvw the pull is worth far more than 10% dmg for 6s ever could be.

It might look like it would make no sense when you’re soloing but if you have one engi or something in your party you have enough cripple to use your f1 all the time and still get the 10% multiplier from zealots aggression for the majority of the time.
The best way to look at Zealot’s Aggression is that it is a 10% damage increase with a extra modifier (cripple on Justice proc) thrown in as a bonus. The cripple on Justice proc is only for 1.5s so its not up for long enough anyways and like others have said we can use traps and Puncture Shot on bow to more reliably keep up cripple.
