Q:
Hello!
I came back to my mesmer and I’m still trying to pick my build, so I’d like to know if any fellow mesmer has been playing the original BlackDevil hybrid phantasm PU build (http://intothemists.com/guides/1793-phantasm_hybrid_20) during the last months and/or if you think it’s still viable.
I noticed his latest build looks like a straight power PU build, basically neglecting Condition Damage and I’m quite curious to know if it’s clear that a Power/Condition setup is not viable because it’s underperforming. Right now I run a classic Blackwater and I would like to try a power PU but my problem is that I don’t have enough money to buy Runes of Perplexity or of the Traveler, hence I would be glad to get any sort of advice!
Anyway, using a Q/A format:
A) Is a PU build using Condition Damage and Power equipment to be avoided because straight full power or full condition damage PU builds are better?
Thanks alot!
Edit:
Gameplay Environment is solo roaming WvW.
Typo corrections.

Hybrid builds such as Celestial work great on classes that can stack might easily, so Elementalists, Engineers and Warriors especially. Mesmer might stacking isn’t as good so going celestial isn’t as effective. Have you tried a mix of 70% carrion 30% assassins and then take a sigil of accuracy on each weapon maybe? You will have very high power and condition damage still, while maintaining a decent crit chance.

Don’t go carrion. Reason it’s here
I play in “small” party 2-4 players and I like power builds.
Sometimes I use food other than my build just for fun.
We fight vs more enemies so I must stay with an eye on thief (usually he burst you at 25% health) or that kitten signet of spite.
On topic, 3 builds:
1. weird PU: http://gw2skills.net/editor/?fhEQNAR8flsnpRtdqxMNcrVSrhY6XjOdqjo7KpCUGA-TVSEABIcQAgS5hI7PAwDAQLlgLpELirAAb6GYU9HSBonwI-w
2. not so weird PU: http://gw2skills.net/editor/?fhQQNAR8flknpRttpxMNcrNSrxY6XG5ESGQBlciqB-TFSEABA8AAG4KAolSwlU+xmuhd2fgR1fc4gAEAABgduzhuzhuzSBMqwI-w
3. chill fun (not PU) – test/troll build: http://gw2skills.net/editor/?fhEQNAW7dl0npRt1oxMNcrNytxY6KG5iTOTKlMggB-TFyCABVcFAA4BAExBBgm9HAU3gnq/koSwsU+RKgFlGB-w

Incorrect, I run Battle sigils ( 3 stacks of might for 20s CD 9 s ) on both of my mainhand weapons and one Strength Sigil on my off hand. As long as you are engaged with a target and swapping it’s pretty easy to maintain 6-12 stacks of might, that’s not including 5 stacks per interrupt VIA Bountiful interruption. IMO Celestial is probably one of the better gear sets for Hybrid builds.
12 Might isn’t a lot and I sustain that just with greatsword 2. When I say might stack I mean permanent 20.
The numbers I gave were from my weapon set sword / torch & scepter / pistol. I’m sure you can manage more with GS given a similar set up.
Thank you all for your answers but I was looking for something different
Let my try again.
Do you think it makes sense to run a PU build using a high (1900+) Power stat with some Condition Damage (400? 500? More?) or this is simply a worst build than a straight Power build like the one posted (http://en.gw2skills.net/editor/?fhAQNAR8alknpRtlpxYNcrRiqxY6XSplT1EpCokdsNA-T1CFwAy3fIlaEKVihVJIgHAggLAASlHoUdxxRAItuhFHEASBAzEA-w) by BlackDevil?
Hey, i can´t speak for PU, but hybrid is quite strong for one of my lockdown builds:
http://gw2skills.net/editor/?fhAQNAsaRl0npMtNqxGNcrNyqxY6WO5lTtUp3I7AA-TVDEABQcGAEZ/hnUShpaIJqCxkqEIxhAQSVB0S5Sb6DA4BA0oKCepEMAACwNbz28mBG6QH6QH6Q7m7cm7cn7sUAwMsC-w
You could easily swap CI and PU and replace MoD if you like. For solo roaming Traveler runes are better, but if you got a group that provides you with swiftness Balthazar is interesting. 5/10 seconds aoe burning is nice, if you add 10-12 stacks bleed you´ll cause a lot of trouble with conditions alone.
Thanks you very much for your answers, I do appreciate your help and I expressed my finding here (https://forum-en.gw2archive.eu/forum/professions/mesmer/PU-roaming-builds/first).
I disagree that you need might stacking to run a hybrid build. Mesmer is in a unique spot because a lot of the weapons that put out good damage also put out good condi damage. Pistol 4 hits like a truck and drops a ridiculous amount of bleeds. Scepter 3 hits hard and stacks confusion really well. Torch 4 can blind for safe stomps, hits pretty hard, and drops good burn.
I’ve run a PU hybrid for a while but I shelved it a month or two back because I feel gross playing PU. The only real place for it is in WvW roaming where you expect outnumbered fights against not very good players. Please don’t run PU in SoloQ or tPvP, your teammates will hate you.
Here’s the build, note that condi damage isn’t that high. It doesn’t need to be high as you have immense condi pressure from the weapon sets:
