Last boss in Twilight Arbor with the Oak Tree npcs.
He constantly puts up 3 boons throughout the fight.

Also in TA:
One of the red circles you are supposed to avoid from the very last boss puts a bleed stack of 10.

Underwater Jellyfish fight in fractals 25 might stacks. He rarely does this though. Still not many better underwater choices IMO.
It’s more useful in PVP IMO.

Also pretty useful for the Mesmer boss in TA (path 2?) She constantly casts 3 boons on herself and puts Confusion debuff on you. Maybe if you get hit by her AOE you can get rid of more conditions

The Butcher in Honor of the Waves.
When he lays down his freezing circle, stand in it until it disappears, then use Arcane Thievery on him for up to 45s of chilled, and you gain whatever boons he might have (which should be none if you prepared for the fight!)
The jellyfish only stacks might when it eats something.
Which occurs every 30-45 seconds after the Jellyfish reaches 50% hp, allowing you to maximize Arcane Thievery. If mixed with a coordinated (in terms of positioning) team, you can easily give everyone the 25 stacks of might with Signet of Inspiration. The hardest part is if you get feasted upon, because afterwards, you get shot backwards and “knocked down” for a few seconds. Lastly, another hard part is the person who got feasted as they will, as mentioned, get pushed backwards, possibly away from the group.
During the winter event, those stupid princess dolls give themselves boons and stack lots of confusion on you. If you turn the tables, besides their regeneration, you can steal their protection which lasts minutes. Stealing it multiple times can get you upwards of 3min of 33% damage reduction which I didn’t think was possible because Protection’s max stackable duration is 25sec.
