Arcane Thievery doesn't always work

I was under the assumption that it was all conditions?

In Beta, Arcane Thievery took 2 boons and sent all conditions.
I was using it in sPvP yesterday, and I think it’s about the same.
Arcane thievery swaps 4 boons and 4 conditions currently. It also completely fails in some cases.
I simply assume it fails due to Aegis, blind or a dodge of the target. A lot of mesmer’s abilities fail if target blocks or dodges or mesmer is blinded(like summoning phantasms). I think this ability is one of them.
It used to work as written: all boons and conditions.
It seemed to start bugging out when they reduced the cooldown. They could have changed the way the ability worked at the same time while not touching the tool tip, but that doesn’t account for the fact that it doesn’t work at all sometimes. I don’t think I’ve ever had it remove poison from me, even if it is the only condition i’m trying to remove (fn 20+s poisons are a pain).

It’s three of each actually. I use it on Dredge Disaggrigators (whose signature gong applies four boons to themselves and allies) frequently and it will only take a random three boons.
And yes, it does seem to fail at random. I can understand missing while blinded, vision obstructed, out of range, aegis, whatever, but sometimes it just flat out does not work.
I used it on a thief/engi/guard who applied every boon to himself and was getting 5 boons. Leaving him with 3. Are you sure it doesn’t just take specific boons?
