I noticed that if you have both Far-Reaching Manipulations and Master of Manipulation traits equipped, Arcane Thievery’s cooldown goes to 32 secs instead of 36 (on tooltip and after activating it). I won’t object to this, but I know it’s a bug sadly.

Can you unequip Master for a test, and check whether the far-reaching version has a 40s base CD?

The strength of heart to face oneself has been made manifest. The persona Carighan has appeared.

Far-Reaching Manipulations changes Arcane Thievery to a version that has 40s CD.

The thing about range-modifying traits is that they don’t just modify the base skill, they change it to a different skill altogether (you can see this when you equip such traits, and the skill on your skillbar flips like you swapped it out). The problem is that these skills frequently get missed when balance changes occur to the base skill.

Hence why you get Arcane Thievery with 40s CD and iDuelist with 100% projectile finisher when traited for longer range.

@Carighan, yes, having just Far-Reaching Manipulation trait only will cause it to have 40 sec base CD.

I always contemplate between choosing Deceptive Evasion or Duelist’s Discipline when I have 20 Dueling points. >_< Most of the time the former gets picked.
