Are CD-reduction traits not suppose to stack?

They do. It just isn’t reflected in the tooltip.
FYI, this thread comes up in this forum every three days or so. I really hope Anet would fix the tooltips.
I just updated the Illusionists Celerity wiki page to reflect stacking effect and tool-tip issues. Just which part of that is a bug (tip or stacking) is somewhat in doubt. There hasn’t been a dev statement either way. However, I’m sure they know about the stacking. Lack of a “fix” for that implies the tool-tip is the bug.
IIRC, the stacking issue is mentioned on some of the weapon trait pages, too. It can’t hurt to have that data spread around a little more, though.
They do not as of a few days ago. The best way to check is to turn on the countdown numbers on your skills (so it displays how much time until the skill is off CD). Phase retreat and iWarlock both only benefit from either the 20% CD reduc from the illusion tree minor or the staff 20% reduction, not both.

I just checked Phase Retreat (Staff/2) and Phantasmal Warlock (Staff/3) in the mists. Both skills are effected by Illusionists Celerity (CD-20% for illusion skills) and by Chaotic Dampening (CD-20% for Staff skills) for a total CD-40%.
Base CD for Staff/2 is 10. It’s 8 with one of those traits and 6 with both. Base CD for Staff/3 is 18s. It’s 14.5s with one trait and 11s with both. However, the tool-tip will only show a maximum of CD-20%.
AFAIK, this is how it has worked at least since release. According to my tests, the only illusion skill that won’t stack CD reductions to 40% is Sword/3 (Illusionary Leap). That skill works with either trait, but not both; ie. it’s got a 20% cap on it’s CD reduction, not a “works with one, but not the other bug”.
The fact that sword/3 has a cap rather than “works with only one trait” combined with ArenaNet’s silence on the topic leads me to suspect that they’re waffling on which behavior is a bug. CD-40% is certainly beneficial for any mesmer build that can achieve it without sacrificing other critical traits.
