GW2: it’s like DAoC, but for the WoW crowd.
Any power or hybrid build will benefit from the +30 power and precision, and +6% critical damage. Pure condition builds need to have the maximum amount of condition damage to be as blast as phantasm/shatter are, so Traveler runes are not the best option for them.

So a Power-based build would be either a Shatter or Phantasm spec correct? Which one would be better for someone who enjoy’s the Solo-roam/Small-group aspect of WvW?

I think a ‘perfect’ fit would be hybrid builds. However, the speed boost is good for any build!
I run them on power-phantasm build ( +30 power +30 prec +6% crit dam ), hybrid and still find them best in a blackwater/PU condi build ( +30 prec +30 cond +cond duration +boon duration ) – helps me to push condition duration to 70% and boon to 45% – that extra second regen/protection on stealths skills aren’t bad aren’t they!
And if solo roaming, no matter the build, speed is crutial.

I run a Blackwater variant using those runes; works decent. (Usually roaming with my guild’s havoc teams who mostly like to run speedy builds.)
I find the loss in peak condition dps is made up for by being able to more reliably get into position to deal damage at all. Or in range to drop a Time Warp, Null Field, etc.
The 10% condition duration allows for +100% duration on the typical 20/20/30 Condi build (20 traits, 40 food, 10 toxic crystal, 20 givers weapons, 10 rune bonus).
The damage gains from hitting that magical 100% duration, combined with the boom duration/ prismatic understanding synergy makes them more than decent with PU condition builds, even if the condi burst isn’t as potent.

I’ve successfully ran Shatter and Phantasm. (My Traveler set 2/6 Soldier 4/6 Zerker. Soldier being Body and Legs)
Obviously not as strong as my Ruby orb’d full zerker or as tanky as my 6/6 Soldier set.
However, it gave me amazing results. As a shatter, I was still able to burst at incredible rates. As a Phantasm, they still dealt about the same damage, except now I can catch up to people

I’d say anything requires full Traveler really.
Mesmers are so kitteningly slow without it.
I was looking into that build, it’s one of Osicat’s Shatter spec’s, the video on his website, and the stats looked nice, but since I don’t have ascended trinkets yet, I was wondering what exotic ones I could use for the time being and not diminish the build’s power too much, any thoughts?
Also how different would this build be with Traveler rune’s instead?

Atm i wouldn’t play any mesmer (and guardian, for the matter) roaming build without either these or speed runes. Mobility is somewhat required in WvW.
Heck, i would probably use them on any class except engi and warrior to open the 3rd utility spot.

This. I even have them on a Thief of mine just to free up a utility slot. There’s a reason those runes go for so much even outside of the anemic supply.
If they weren’t so expensive I would use them on every single character in at least one item set
Except Ranger…traveler runes aren’t very practical on a ranger.
