Make it so you can target allies as well as enemies,

Would give it a purpose in PvE other than cheesing Andal.

There are no direct ally targeted skills in gw2. However, an AoE reticle would be interesting.

Even better, re-add Echo to it, and make it free to target.

Either:

• Target ally, copy condition state. Can target self. Then target enemy unit to apply conditions.
• Target enemy, copy boon state. Then target friendly target (self allowed) to apply boon state.

I suggest keeping Mimic as a chain skill. Echo share boons to allies, a.k.a active effect of Signet of Inspiration. This gives an advantage to Mimic over Arcane Thievery in some situations, and the name Echo fits this effect too.
If Echo is not used in 5 seconds, recharge time remains at 30s. If Echo is used, increase the recharge time to 45 seconds, same as SoI.

Of course Signet of Inspiration should rework accordingly.

If I had my way, an ability called “Mimic” would allow me to snag the utility skill equipped in that slot on the enemy for one shot, a random one if the one in that slot would not make sense.

Ofc, that’d need tons of special code, so yeah. Can’t see that happen.

Though as an elite it’d be fun. Copy target’s elite instead, and use it. Longer CD than they have on it.
