Chaotic transferance/protected mantras

These do not seem to effect each other but Chaotic transference says that our toughness is given as a bonus to condition damage. It seems like the increased toughness from the protected mantras should give our condition damage a small quick boost but I don’t see it do anything for them.

Bug or intended?

400 tou should give 20 cond power it means 1.5 damage on conf.. cond should be effected when ever u get more or less tou..
