Yeah they should make it so you can use wells underwater.

No no they can’t. The only other class in the game that has wells, (necro) cannot use them underwater. Just saying.

Necro wells are usable underwater.

I went on my necromancer and he can use his wells underwater (it’ll just be point-blank AoE instead of ground-target). It would be great if chronomancer’s wells can also be used underwater.
