Compounding Power’s effect will decrease in stages as you said for shatters.
And all % dmg modifiers affect shatter damage as it counts on your own personal DPS. % dmg modifiers do not affect phantasm damage however.
If you have deceptive evasion, you can roll twice after casting your shatter (if you have illusions that are away from the target) or cast a skill to spawn an illusion then roll to have 5+ illusions up. This will ensure the bonus 9% on all shatters.
For any skill where illusion count effect you, look at your hotbar. However many lights are there (or not) directly correlates to the amount of benefit you gain. So if the lights go out, so does the benefit.
With that said, I think Ether Fest (heal) will take its effect from the moment you start to cast it, so if your illusions explode after the click you’ll still get the benefit.

Wrong. Ether Feast gets the bonus upon cast finish, therefore it’s beneficial to chain it with Phase Retreat (Staff2) and/or Mirror Images. The latter is only really needed in panic-heal situations, whereas the former is just a simple combination used in everyday heals due to lower cooldowns.
