What I see,
You’ve gone for 100% confusion duration with plenty of sources of confusion so long as you’re shattering, though if IE + staff clones is your main source of damage this isnt necessarily the case.
Never the less you can dish out some solid condi damage. However, I don’t understand why you have phantasmal fury. It makes sense in a power build, or when you have phants hitting multiple times in quick succession (izerker, iduelist, iwarden) for heavy bleed stacking.
Other than that this build has zero mobility. No source of swiftness, short range blink on 30s, and staff 2 on full 10s. You have some hard hitting conditions, but no real ability to apply cover conditions. So enemies have the option to cleanse and outpace you. Either leave or reset.
You can def catch someone out with this build, nuke them with a confusion burst, or wear them down with condi aa clone spam. But it has its liabilities too. Good luck.
Actually you know what you should do? Drop 10 from dom and put it into illusions. Then take IP. That way you can shatter burst high confusion and you get a little bit extra condition damage to boot. You also get the benefit of on demand shatter skills which increases survival.
Just an option.

I landed a measly 16 stacks of confusion. The iMage missed (3), and the IP hit but with only 2 clones up (2), I could also have used f1 (1) and f3 (1) if I wanted. Never the less there was room for more burst potential than was there.
The build was full rabid, 0, 4, 4, 0 6 with staff cd.

the stun/daze proc confusion from sigil and alongside with scepter +5
i dont shatter as i can reveal myself wide open
i said group support so no need in swiftness
you right on the fury (i used iduelist ) so take long range manipulation
the staff #2 is 8 sec and not 10sec
my main dmg is burning and bleeding (in pvp can be 2k dps) cover by cripple/vulnerability etc

Only on a stun breaker. I’ve thought about this in the past and the mental position a stun puts someone in. Generally speaking my assessment is a stun causes someone to switch to a defensive mindset. They stop and look to basic counter measures (i.e stun break) and initiate withdrawl measures. Which is disengaging, kiting, gap opening, and healing. While these initiate skill uses in and of themselves they’re generally fewer activations than what you’d get from an offensive push. That’s the opposite of what you want unless the enemy is on low hp and panicked causing a burst of survival skills to go off. Though any experienced player is going to be watching his condition bar at that point anyway. So it’s a tough call.
The initial interrupt for the bonus confusion stacks is about the only important thing the stun might be good for. Otherwise a lengthy stun in and of itself can be very counter productive to confusion burst proccing.

if you daze/stun while enemy activate his skills you will interrupt so with perplexity runes it will proc 5 stacks of confusion and maybe 3 more
so now the enemy will have 8 stacks of confusion and if you use #3 scepter you will have 5 more and with #5 torch its 3 more (can bounce) so the best is 16 stacks
you want to try use it while the enemy prepare to burst you so his speed skills will proc the dmg before he will use cleanse skills

regard the build
i try 1v1 in king on the hill arena – failed
thief – d/d or s/d used 2,0,0,6,6 build so with the dodges/evades i could put him down to 25% hp then he SR and its game over for me
mesmer shatter – 4,4,0,0,6 hard match as the burst dmg is just too high
warrior – LB+HM – 2,0,6,0,6 equal match but i lost as i miss the dodge on the hammer but conditions ticked nicely
but the build did good on hotjoin and tpvp i joined even on 1v1 so… team support mainly
on wvw on zerg fight again mesmer hardly noticed versus the melee train but i can shut down ele/necro/thief with stun and confusion

the first few clips me and rifle engi holding far point in 2v2 and 2v3 and even with few mistake which made be back off to heal my clones did nice 1k aoe with bleeding and burning
then short 1v1 versus warrior power and 1v1 condi warrior
then shout down a ranger almost all his skills
shortly after fun fight with guardian – both went down by my stupid mistakes
and some more short nice fights

spvp doesn’t have perplexity runes though, and as for iMage his extra bounces only bounce between allies or alternate enemies. So you either get bonus retal, or 3x confusion on two targets. I know, it’s dumb, it should prioritize the initial target.
