Condition build or not?
Condition builds and Shatter builds (assuming Shatter here means Mind Wrack) are two very different builds. They are pretty much mutually exclusive.
Condition builds do use Shatter skills (mainly Cry of Frustration), but mostly as a supplement rather than as their main source of damage.

Either you get staff clones for a lot of wind of chaos either you have another weapon to shatter clones as soon as they are created.
Seems hard to use staff only to shatter clones after.
Does it make sense to build a Mesmer around condition damage?

Mhm, currently not so much. 1 week ago? I would argue that confusion shatter specs were stronger than zerker shatter specs.
Honestly the 2 replies kinda upset me because they’re both such horribly wrong answers.
A confusion mesmer IS a shatter mesmer. And yes, staff is a excellent tool for shattering because it’s our single fastest clone creator when spec’d into staff cd reduction.
I ran mostly confusion shatter spec’s of 20/0/20/0/30 OR 0/20/20/0/30 and before this nerf it was arguably about 30% too strong. Now confusion is about 10-20% too weak to really be viable compared to straight zerker style builds.
I tried some of my old confusion specs after the patch and they can still duel but your timing on shatters has to be spot on now where before even a good player would catch themselves with a solid 3500 confusion proc occasionally.
Shattering imo is the only legitimate way to apply confusion now.
Buff confusion by 10-15%
Condition Mesmer =/= Confusion Mesmer. Also, you are speaking of old WvW Confusion Mesmers, which as you know no longer applies.
What I said is by no means “horribly wrong”.
I’d love for confusion to be buffed… But its still workable in wvw. Just not as good as before.
I was looking into this new buff/fix to condition duration applying to our clones. With food and runes we would end at 90% and then a Giver’s weapon we would have a neat 100%.
Considering what we trade for it (condition damage from runes, 128/179 condition damage from a weapon, condition damage food) I’m left wondering if it still turns out to be a damage increase. Let us ignore that ill-conceived 25 bleed stack for now (Devs, please, up it to 50, minimum. This should have been done six months ago).
Two second burns from us and our clones. I currently keep around 10 bleeds so that would become 20 bleeds. Even with the loss of duration damage it smells like a brutal damage increase, moreso thanks to the burns, but confusion and vulnerability would also double.
Granted that that thanks to the devs floundering this is pretty theoretical. There is little point in stacking twenty bleeds when the cap is twenty-five and a berserker mesmer will sneeze and apply six or seven, the warrior will do the same, and let us not go if we actually go in with a condition specced necro.
But barring practical use, purely in the real of theory. 100% condition duration?

Now I can say I’ve been rocking rampager gear before it was cool. With it, I am able to kill faster with a staff than with sword/focus and I’m not even specced for condition duration. And today, I noticed that my trident bleeds are INSANE! I can get 21 stacks in about 3 seconds! They only last 2.5 seconds but enemies won’t last much longer.

CondDmg Precision Toughness is generally better. You don’t benefit much from Power whereas Toughness imparts a lot of survivability plus extra CondDmg if you use Runes of the Undead and/or Chaotic Transference.
