Crippling Dissipation and Debilitating Dissipation.
They seem never to activate. I played a reward track from 0 to 40 and have never seen them once activating. Are they bugged?

They activate when the clone is killed not on shatter. You can dodge when you have max number of clones to trigger the effect.

They are also now evadable, but really if a clone dies, your targets going to be eating conditions most of the time.

Just look for the explosion effect when you kill your clones. Then Look for the stacks.
