When Burning was changed from a duration-stacking to an intensity-stacking condition they reduced Burning’s per-tick damage to compensate, and Burning-inflicting skills were changed to fit the new paradigm.

But seriously, I don’t think Anet remembers their past patch notes. They’ll bandaid fix something, then a few months later fix the core issue, and never take the bandaid off.
As much as I would love to talk about staff changes-nerf on chaotic Dampening, slow casting unreliable target hit phantasmal warlock- I know condi buffs for mesmer won’t be coming any time soon due to the mirage spec. The only changes you probably going to see are mirage skills.

No. It is an extremely powerful elite spec skill. Two blocks in a row regardless of whether the phantasm is summoned is still amazing for its current CD. Its CD is fine where it is now. If you’re concerned about the crazy damage going around, then ask why such insane damage is still allowed. With lower damage, blocks and evades become less valuable and their longer CDs, compared to the CD of offensive skills, become more balanced.
Compared to other shield blocks, it’s not that powerful. The current cd is too long for players who don’t want to use illusion traitline, 35s for a skill that can be avoided from summoning phantasm by blinding or by stowing your weapon away is not that useful in PvP. Almost all blocks have 3s compared to the 1.5s of echo of memory. As for the matter of insane damage that for Anet to decide.

I agree that the block part is not that powerful. A total of 3sec block for 35sec CD is just average.
However, it can still potentially summons 2 phantasms which means better synergy with chronophantasm compared any of our other off-hand weapon. That is probably the main reason for it having other drawbacks(including dodge can negate phantasm generation).
Given Persistence of Memory got gutted the synergy isn’t even close to as strong as it used to be.
The version of PoM that synergized with summoning 2 phantasms got flat out removed not just gutted, then IR also got gutted, and chronophantasma was nerfed a long time ago.
It would not be broken to reduce the CD back to what it used to be.
