Guild Wars 2

Third skill in the chain says "Shoot out a third bolt of energy that confuses your target. Summon a clone that casts Ether Bolt. ", but it doesn’t work.

Broken or changed?

It was changed long ago.

tooltip notes are not accurate. Scepter auto-attack and clones do not apply confuse =/.

Yeah although the question is why it was changed. Given the extremely slow attack cycle of Scepter #1, I doubt you could even get 2 stacks up.
