Golemencer 6 x runes on mesmer
nope this has been fixed long ago.
No core profession should be balanced around an optional elite specialization.
It used to, so is runes of nightmare when they used to fear opponent on hit. These runes generated some hilarious effects but was patched within days of recognition.
