Good build?
I won’t comment too much on wvw/pvp. Shatter builds like this are, in general, very viable and even quite good though.
It’s useless in PvE though. PvE requires two things: active support, and DPS. Active support means things which help everyone in your party survive— condition cleanse, boon rip, and most critically as a mesmer— reflections. You have none of these. DPS means using the weapons/skills/traits which provide the highest rate of damage- you protect your party by killing things faster. That means using phantasms for DPS (and the associated traits) and sword main hand— and again this build has neither. This build provides neither good active support, nor DPS.
Is it viable in PvE? Sure, anything is “viable,” and you’ll be able to complete the content (the game is old enough and easy enough for that). Is it good? Is it meta, or close to meta? Will you be helping your team kill things efficiently? Definitely not.

Honestly, this is a pretty bad build no matter where you look at it.
Firstly, divinity runes are pretty bad now. They just don’t give a whole lot of stats, so not worth it.
Blinding befuddlement is a bad trait. It used to be good, then they slapped with an icd, and now it’s bad. In this build, you don’t actually have a ton of access to blind, making it an even worse choice.
You’ve got confusing combatants, but this is very much a shatter build. That’s not going to do a whole lot.
Signet of the ether is never a good choice in a build intended for non-PvE, and it’s particularly bad in this build, since you’re not using the active for any reason.
Signet of midnight is really just all around bad. I believe you took it as a source of blind in this build, but since blinding befuddlement is also bad, that just makes signet of midnight even worse. It’s really something that nobody should ever put on their bar except in the most oddly specific of situations.
Lastly, this is a hybrid build, but it doesn’t hybrid very well. You have access to only 2 real conditions: torment and confusion. Mesmers, contrary to popular belief, aren’t actually good at applying confusion. Your stacks have low duration, and you can’t stack it effectively. Your other condition is torment, but that’s also incredibly low duration and stacks. Maim is just a non-viable trait unfortunately, despite it being fun. On the power side, you have…not much. 1470 power is hardly enough to tickle most people, particularly when you remember that you only have 25% crit damage.
Overall, this is a build that will deal less damage than either a full power build or a full condition build, and is almost as squishy as a full power build. It’s not good.
pyro is right on the half half deal. not a strong power build and yet not a strong condi build…not reaching your build potential. youre on the right track though as for shatter goes. you need to rethink about your choices on traits, both major and minor and try to focus on traits to complement either power or condition. ask yourself…do i want to see my target explode or do i want to watch it just melt away

As for dungeons and PvE, you need a whole different build there. Search the mesmer forums, there’s a guide to ‘mesmerizing in dungeons’ in the first 5 pages…
