Guild Wars 2

I have maxed my Illusions trait line, and for as long as I can remember, the recharge rates for all my shatters have stayed the same. What gives? Is the recharge rate actually reduced by 30%, but it isn’t reflected in the tooltip?

It seems that since the last patch, the recharge rate is less the 30% (something like 23%). Before the patch, it was working as intended. However, in both cases the tooltip does not reflect the changes.
