Even tho mesmer has a number of viable weapon choices, I would still love to see this.

Skill 1: 3-hit chain, more damage to targets close (you know, if I wave with a fan the wind gets weaker the further it travels) first hit causes vulnerability, second hit the enemy (cut) last hit in the chain dazes for 1/4 sec (or less if possible) if target is in close range. The attacks deal aoe damage in a cone, but targets at max range will barely get scratched.
Skill 2: Counter – Like scepter/ sword blocks, if you are hit while channeling enemies in front of you are knocked back a short distance or knocked down. (Duration depending on distance?) If tapped once more you gain swiftness and remove a boon from enemies in the cone.
Skill 3: Kiss – You blow a kiss in front of you which strikes allies and enemies. If the first person hit is an enemy he looses up to 3 boons, takes damage and is stunned for 0.5 seconds. Further enemies hit are dazed for 1/4 seconds and take damage depending on the boons ripped and distance to the caster. Allies are healed and gain vigour.
Note: Very strong scaling, low base values here. If you go for support the damage should be negligible, but the healing should be powerful and if you go for damage vice versa.
Off hand:
4th Skill: Throw fan: You throw your fan. it bounces between allies and creates a clone at each bounce. Hitting the skill again stealths you for 0.5 seconds and then teleports you to the last summoned clones location.
5th Skill: Back off! Enemies in melee range are teleported away from you. And dazed for 1/4 second. Works like an aoe enemy based phazeretreat. The teleport is not CC. You are healed for every enemy effected.
Note: This concept might be terribly op with halting strike / bountiful interruption / immobilize on interrupt, but it contains everything I have missed about mesmers.
The short duration dazes are to interrupt/disrupt enemy rotations, not to lock down. Again, this would synergize very well, if not too well with a trait – the 1 sec stun on daze trait.
I will add cooldowns/exact values and another, more condition based concept.
Main conditions will most likely be torment and confusion, with a real lot of torment combined with snares.

I must admit tho, in teamfights the halting strike damage might really grow insane ;D
I really like this idea, some of the skills maybe a bit op but overall I like the idea. I really like the idea of this weapon not having a phantasm. It gives us a wep that can give us a new way of thinking and stuff. Like You can make it so tht your like ok wep swap has a phantasm ready so what can I do right now with dual fans or something like that, you can focus on the skills and not the phantasm, you know?

Most important thing to me is that we have a way of breaking target without stealthing on high cooldowns for extended durations. 1/4 sec stealth is basically just break target. Allows more mesmerish play. Also The uber short dazes so we can have lower CD because we can not lock people out of their set with them, but have to interrupt for them to have an effect.
