If I replace s/x with a staff, I could 1v2 very easily. But if I use s/x, I would die all the time.

How do I play with sword in a shatter build? I can’t make it work ever.

Staff gives you extra mobility which is better than s/x in pvp since everyone fights on the node. But I have switched to s/t since the patch because shared distortion is huge .
Anyhow you should not be winning 1 v 2 unless you are fighting noobs. If you are fighting noobs then ye staff will be better every time.

1v2 on pvp should work for short duration (until help comes) but not winning unless the 2 players made big mistakes
