How to counter Chronomancer
Banish Enchantment is unblockable so make sure to use it while he’s blocking.
The chronomancers you’ve been fighting have most likely been running the inspiration trait line – which provides a decent level of condi-clear, but most of the condi clearing is tied to our shatters. This means that you should prefer bursting conditions over passive application.
Since you’re running glassy viper, you may not be finding the time in between your burst condi applications. The “upcoming meta” chronomancer “bruisers” excel at out-pressuring glassy builds. Perhaps you should consider runninng dire/ (trailblazer?) to survive the chronomancer’s counter-pressure … counter-pressure which is tied to our “passive” condi clear. Once you’ve baited a chrono’s shatters after condi bursting initially, more tanky stats help you have more of a footing to apply another round of condi burst which should finish him.
I don’t run a typical chrono build but I beat most I face. Seems most chronos does not handle sustained pressure well. They will pretty much eat the initial burst no problem but if you keep pressure at some pt their defense drops and they die quick. Bunker chronos are a different animal I mostly just try not let them take the pt or just leave.

I hope you don’t mean helseth’s cele well build, because that doesn’t have enough damage to kill anything 1v1. At all.
Conversely though you’re probably thinking in a wvw roaming perspective since dire/trailblazer aren’t pvp stats, and the OP was referring to issues with pvp.
Overall though it depends on the type of chronomancer you’re fihgting as a condi build. If its a typical burst build, you’ll be able to stack conditions to your hearts content and watch them melt. If they run inspiration they’ll have enough cleanses to nullify your condi damage a lot. But yeah shiro skills are your best friend, since the stunbreak evade can get you out of a gravity well and phase traversal can let you attack through the shield (hit phase traversal and axe 5 to CC him out of it).
