I do love the interrupts... But!
Although this patch was harsh for Mesmers, overall I’m not being a negative nancy about most of the Mesmer changes. However, on this issue I feel it’s pretty much the same situation in PvP that you describe. I haven’t tested the interrupt traits a whole lot, but pulling off interrupts is anything but consistent or easy in PvP, and the reward is still completely lack-luster if you ask me.
I have a hard time fathoming how many classes can deal absurd amounts of damage using simple anytime button-press attacks, and then something as situational and inconsistent such as this is rewarded with what can only be described mediocre damage at best. (In my tests I wakittenting for around 2kish with the damage on interrupt trait.)
That said I won’t claim to be an expert on Mesmers or interrupts and all that. I sure hope there is a viable interrupt build in PvP, but from the sounds of it my experience seem to match those of others.
The worst one has to be Furious Interruption. That trait has been useless since day one, and I can’t understand what ANet was thinking with the latest change to it. Why on earth should I, as a Mesmer, care about a 3s Quickness on a 15s RuT on a GM trait?
Again, maybe I just don’t get it, but it seems like the epitome of a lackluster GM trait.
Why waste dev time on touching it if you’re not going to actually make it useful?
I tried using Mantra of Distraction to supplement my interrupt build last night in pvp that had Chaotic and Bountiful Interruption along with Halting Strike. It was awesome when it worked. However, it appeared to work only a third of the time.

We’ve received buffs to interruption traits. And they are wondeful. The issue is that we don’t have the option for precise interruptions. These traits are largely based on luck.
Looking at the cast times associated with interrupt skills. Into the Void requires 1.25 sec, which is a window of opportunity for many skills. Chaos Storm is all about throwing a field into the large group and hoping for daze procs. Illusionary Wave is useful, thought the GS is range-orientied where the interrupt skills is near PB oriented. The best interrupt skills we have are Mantra of Distraction (single target), Signet of Domination (single target), and Magic Bullet (which also may as well be single target).
In a small-scale setting, which is PvP or WvW roaming, it’s effective. PvE bosses almost always have Defient present. So we have to burn skills to make them vulnerable. Overall, precise interruptions are not favored. If you’re running these traits, cast Chaos Storm on an enemy and hope for the best.

I think there should be some changes to the interrupt skills to make them more viable in PvE though. Shouldn’t be difficult considering PvP and PvE skills are split. They just need a push in the right direction to make them a more viable playstyle for PvE. Now as I mentioned earlier I didn’t try an interrupt build in PvP, but I hear mixed results.
The problem with interrupt is the timing. I tried in pve but very hard hit the good moment. This is unnecessery pain, and very big chance to unsucessful interrupt but skill goes to cooldown nothing happens.
Solution:
Change interrupt mechanics.
Interruption need to happen if target casting something.
If target not casting, interrupt the next casting.
Maybe all interruption need to be daze for mesmers, and daze get the: interrupt active skill or the next skill. (like confusion damage)
This guaranteed the interruption, and dont suck with timing.
This would be nice buff the interrupt builds.
Maybe a little bit too hard change to pvp, because this guaranteed interruption for self heals, but maybe its good thing in pvp, because you dont need 30 mins duel, to decide who is the best
Its just question of the viewpoint.
I think that interrupts, as part of a stun lock build would be a nice addition. Also has anyone tried to incorporate chilling into a interrupt build, to extend cast time, to open the window up a little higher for the interrupt? I don’t know that interrupts can stand on there own, but they may have become an awesome supplement with some testing and work.

This is actually not too bad of an idea…
If you gave interrupts a slight timer, working the same way like confusion does, but in this case whenever the target attacks they get interrupted instead of taking damage.
That timer has to be very low though… Like 0.5 seconds at most, or else it would be blatantly OP in PvP(Actually you could just change this for PvE, and leave PvP as is). I do like the skill aspect of interrupt skills, it’s just a bit too hard to pull off in PvE at the moment.
