Ill Invigoration + shatters not on cd?

Does Illusionary Invigoration trigger even when no shatters are on cooldown? Eg, no shatters on cd, you drop below 50% health, and II triggers anyway wasting it?

No joke, it really triggers at 50%. Learn to burn a few shatters as your health is dropping and it won’t be wasted.
