I just want to know more about this phantasm. Does anyone know the cd of applied alacrity this phantasm gives, like how often does its alacrity trigger?

I’m confused. On the pages for other phantasms, their “attack skill” is listed; for example:

lists Illusory Unload as having a 6s recharge time. In terms of that Phantasmal Haste link, would that mean the “cast time” of Illusory Unload is 1.6s?
