Illusionist's celerity
tooltip likes to lie, don’t trust it.

I newer paid attention before but today while changing build for my mesmer i check Iduelist tooltip. With traited Duelist’s Discipline and illusionist celerity i still have 16 sec CD on it. Is it mistake or it is done to prevent us from 12 sec phats summoning?
I check it out. Looks like it is mistake in description. By some reason CD timer shows 16 but it is actually 12.
