Is Decoy bugged?
It seems to still be working for me. I use it often. Be aware, channeled skills will still hit you if you’re stealthed if they started channeling before you went stealth. Perhaps that’s the situation you’re experiencing.
I’ve had it happen a few times this is usually when. You are all ready using an ability or channeling something and try to press it OR the mob has all ready executed an attack against you and it hasn’t “landed” yet and it lands right after you hit decoy. Just require a bit of finesse in terms of timing.
Decoy seems to work fine(love this skill), Desperate Decoy oth doesnt seem to fire at all sometimes, it should fire at 25% health. It’s like some days Jesus himself couldnt get this trait to work or it just decides randomly to not work.

I get the feeling that sometimes I am pulled out of stealth by projectiles in the air hitting their target after I cloak. Like with Staff #1 or Pistol #5.
Stealth is terribly coded in this game, channeled spells will still hit you after you stealth, regardless if you dodge or move they just keep fireing at you, on air spells still hit you, even some thief skills like heartseeker can sometimes hit you, i wish stealth worked something like vanish at wow where on air spells missed you, or cancel casting of spells as well.
I have the same issues when using Decoy. I am often till hit and targeted even after getting into stealth. And this is by regular #1 projectile attacks and other Mesmers using GS #1 and thieves using heartseeker and so forth. It is something I do not notice to such a degree when using stealth with my thief.
Another thing with Mesmer stealth vs. Thief stealth is that the combat slowdown (you slow down when in combat/or hit in combat) stays with my stealthed Mesmer. Stealthing for a few footsteps as I move away slooowly from being in combat. Yet with thieves, whenever I stealth I automatically get out of combat slowdown and am back at moving normally.
Regardless if a Mesmer has illusions out or not, I think when stealthed you should retain your normal out-of-combat speeds.
One thing I’ve noticed is that Deceptive Evasion clone spawning will kick me from stealth. I haven’t tested this extensively but I noticed today that when hit Decoy and immediately dodge rolled I would come out of stealth.
