I do not see any increase in attack speed. The tool tip says it should be a 15% increase in the speed, but I do not see any increase in my attack speed nor do I see the cast time change on auto attack when I trait this.

Yes, it is bugged, in exactly this way.

As an added note, in general auto attacks are not affected by cooldown reduction traits. Rather, they have their own timing mechanics, and must be affected by attack speed changes to experience improvements.

Yeah. I see it does change the cds of the other 2 skills, but even those the attack speed is not changed. So I guess only half of this trait is working? Have they mentioned fixing this? I would love to use the scepter and if they fix this I think it would make it an amazing weapon.

Correct, the attack speed is not working, but the cdr is working.

No, they have said nothing. This is true for any of our bugs, total silence so far.

Yes, the scepter trait should be pretty nice when it’s fixed (some people take it anyway, 20% cdr has its uses).

For future reference, there are two similar bugs:

  • Duelist’s Discipline (pistol trait) does not apply bleeds on the Phantasmal Duelist’s attacks.
  • The Pledge (torch trait) applies 3 times the amount of cooldown reduction per second of stealth that it’s supposed to.

For DD, that makes it only worth taking if you get a lot of interrupts, for the cooldown reduction. Totally lame for 99% of mesmers that might want it. Totally awesome for the 1% of mesmers that interrupt so much that they get more than 25% cdr off it every attack cycle.

For The Pledge, it’s adding wayyyy too much stealth uptime, and encourages stealth camping to maximize the benefit. It’s entirely possible that most of the complaining about Prismatic Understanding is actually caused by The Pledge. The Pledge by its very nature encourages the stealth-camping behavior everyone is so mad at, and the bug puts mesmer stealth potential so high that there’s very little counterplay.

Ineptitude is pretty much a better trait in every way for condi mesmer, at least in pvp, so I wouldn’t worry too much.

In pvp, but not pve.

For a condi mes, 20% cdr on scepter plus 15% attack speed will get you dramatically more torment and confusion stacks over time.

For a power mes, the extra clone uptime from scepter aa gives more shatter food, more aa dps, and the 20% cdr gives a raw 20% increased damage from confusing images, and higher uptime in illusionary counter.

With only the 20% cdr, I’d say that Malicious Sorcery is just not quite as useful as Ineptitude, which is largely a defensive trait in pve.
With the 15% aa, I’d say malicious sorcery passes up Ineptitude decently, depending on your build.
