Yep, jumping over these attacks causes them to do no damage. The same as dodging them would do.

And yes. When everyone was going absolutely BEZERK pre-patch about the impending scepter clone torment DOOM, I was trying to get some video of players running around jumping with scepter clones firing at them. But nobody wanted to help me out :p
