LF Staff PvE Build
There is no good staff build. The damage/utility is too low to be useful. It’s a super survivable/selfish weapon, and therefore is not great in dungeons or fractals.
If you insist, use one of the standard builds (or tweak it slightly). Start with staff, cast iWarlock, (double cast iWarlock if you have Signet), switch to sword/focus, melee as normal at that point. Minimize your time with staff as much as possible— that’s the only way to keep your damage at decent levels. iWarlock is pretty much the only skill worth casting.
Hey man, variety and avoiding monotony is important. I’d try something focused on pumping out 3x Phantasmal Warlocks for big damage. Dungeon bosses and world bosses always have tons of conditions on them so the damage should be pretty substantial.
This would be a decent framework, allowing you to trait for glamours, as well as focus reflection if needed. Use healing signet to pump out 2 iWarlocks back to back. Or trait for signet recharge and use it more often.

If you’re pugging a casual run (no zerk/no speed clear), you could use a boon share build or any build you want for that matter (see build sticky for The Chaos Maestro).
If you’re in a speed clear group with a staff, maxinion’s advice is good. You might get some weird looks or comments – possibly even a kick (so don’t be surprised by that). But if you participate in this type of run, basically throw down iWarlock, auto attack as closely as possible to the target (though try to stay in sword mostly) and never throw down your chaos storm over the fire fields. Basically, I’d say never use chaos storm at all in this type of group.
Just bear in mind that sword is going to generally do about 20% more damage than staff overall (in my testing), and that’s assuming you’re taking illusionary elasticity.
