Leveling build PvE
I’d recommend trying out all the weapons and their combos first, then after you know the ones that seem to have the best “play feel” search in here for terms like “Sword/Pistol Levelling Build” or “Greatsword PvE” (or whatever weapons you seem to be gravitating towards), and read those threads. I find that almost ANY build will work in PvE, provided you Trait them properly and upgrade your weapons to play to the strengths of your Trait lines, but before you choose that you really should start with weapons you won’t end up hating using mid-way through the levelling process…
Considering I decided to stick with my Ele over my Mesmer, the only information I can really offer is this.

MrPrometheus’s “Comprehensive Mesmer Guide”. It was already linked in an above post. Watch all 4 videos (he said there would be a 5th, but he hasn’t uploaded it yet it’s been a long time, might never get it) and you will get a very solid Mesmer build for leveling as well as learn A TON about the class in general.
It may take a while to watch all the videos, but it is well worth it if you plan to stick with this class.
I recommend Focus as an off-handed weapon merely because Temporal Curtain is extremely useful for quick travel (speed up) and escape (cripple enemies, pull enemies).
Once you open up more Trait options, you’ll probably want to consider what weapons/styles best suit you. Otherwise, just start off with the weapons you’re most interested in to gain familiarity early on.
However, anything works, really. I played Scepter/Pistol (and a Staff, but I never used it) for at least 30-40 levels before switching to Sword/Focus.
I’ve found Power is all you need to level most any class. I generally don’t branch out until 65’ish and for that, only Necro so far has truly benefited more from conditions than from direct damage.
