Looking for PVE Build (Scepter if possible)
Scepter basically has two roles:
1. It’s a condi weapon.
2. It’s a clone generator.
Accordingly, if you love using Scepter (as do I), you’ll do best using builds that focus on one of the two above. I run Scepter/Pistol, using a condi build with Sharper Images, with Staff as a secondary weapon. It focuses more on getting Phantasms up and then loading up enemies with conditions while I kite them around. (You could, of course, go the other way and just use it to spawn clones quickly for Shatters.) It’s remarkably good at soloing Champs and other tough enemies. (In dungeons, however, I switch out to Sword/Focus.) It does struggle a bit in areas that have lots of high density mobs, however, such as parts of Orr, so be ready to adjust your weapons/build as needed.

This is my go-to open world/Living story build (I use something completely different for dungeons.)
Great burst damage, high mobility, lots of vigor/dodges and very decent sustained damage when shatters are on cd through IE staff clones even though you’re not condi. If you want to run a condi variant swap out Illusionary Persona for Maim.
When I’m tackling challenging solo content (LS achievements) I use 40% condi duration food. The food combined with Giver’s staff (20% duration), burning sigil, and traveler’s runes give me 2s burning on each staff clone bounce.

Scepter is a weapon that finds use in ranged single target power build combat together with a pistol or sword, for example against mai thrin or moss man.
You can use it as a condition weapon when you are solo pve player, for fighting against bosses, champs etc.
However the mesmer makes use of every weapon, you won’t be able to pick a weapon and stay on it, play an ele instead.
