Lost Time: Too powerful or not?
Too powerful? I dunno. As you say, really the only reliable way to proc it is with Spatial Surge in a Assassin/Marauder build. And those builds are more likely to just blow up someone immediately rather than sit around perma-slowing them. (Death is the hardest form of CC, after all.)

Fixed that for you. Spatial Surge is really the only option to exploit Lost Time in an especially potent way. Everything else just becomes a rather passive part of a power build (decent, but not overwhelming in any sense).
Honestly, the first solution I think they need is to change Spatial Surge to only count as one attack. This isn’t the first time they’ve had to deal with SS interacting oddly with traits, scuttlebutt says they took out Confusing Combatants because Spatial Surge procced confusion too fast.
It would be far easier to balance on-crit/on-hit traits now and in the future if they would just change Spatial Surge, then evaluate Lost Time on that ground (and maybe give us Confusing Combatants!).
I would be ecstatic if they changed spatial surge to single hit and then reintroduced confusing combatants as they planned to do as well as leaving lost time alone.
