Boon bouncing doesn’t work unless everyone has boon duration and even then…
Group of 5 players, each with 100% boon duration. You use Rune of Lyssa on all of them (if done in perfect timing) one person will end up with 50 seconds of Lyssa Rune, meaning there are still 40 seconds of downtime if you’re using Mass Invisibility, the lowest Mesmer Elite Cooldown.
Additionally, the boons you’re bouncing will be the same everytime. It wouldn’t actually benefit your team. With 100% boon duration, I can keep almost permanent uptime of Vigor, Regeneration, Swiftness and Retaliation while have burst-chunks (long duration but not so often to get, so ~50% uptime or so depending on the boon) Fury, Might, Aegis (until hit, QQ) and Protection. I mean, sure, you could keep 100% uptime on Fury and Prot, but, again, you’d need people running Boon Duration, not just using the raw durations.
The 100% uptime on Fury does sound nice, but a well-organized team can already do that (plus you’d give your 100% uptime of Vigor, Regen, Swiftness and Retaliation via SoI, anyways).

I’ve experimented with soi boon bouncing, and it just doesn’t work as well as you would expect. There seems to be strange interactions with how durations stack, or how high they can stack. Either way, I finished my testing very unsatisfied with how that worked.
As far as confusion on kohler goes, I’ve never tried it. I just use feedback and a focus and let him interrupt himself every single time. It seems unlikely that he would take mass confusion from the spin attack…but I’ve been wrong before, so go test it out.
As far as decoy portals go, it won’t work if they have a halfway competent commander. Still an interesting idea, just unlikely to work. Much more fun is being a glamour Mesmer, and dropping portals in a choke along with the other 2. That ends up producing 8 stacks of confusion on every single person that walks by, which is absurdly deadly.
