Mage Phantasmal
I liked the confusion more in a way (i just love confusion) but i find teh burn more useful & more fitting for a torch.
That being said, that phantasm really does need a buff.
Compared to other classes that have access to burning, mesmers buring is some of the worst.
I don’ think 2 stacks is gnna do that much. I feel like the projectile speed & accuracy needs to be fixed (it’s way too easy to dodge it)
Then 2 stacks would be fine I think.
In PvP, having some extra condi types is always a good idea to cover the condi cleanse. So the burning of the torch is good in this respect (since the burning from prestige is not so easy to use). But the burning is fairly weak indeed. The burn duration essentially allows 1 mage to have perma burning (without condi duration) which at best is 400-500 damage per tick… I don’t think 2 burn stacks would be that “OP”, possibly at the price of lower base duration.

I actually prefer the new version it adds diversity in condi outcome for Mesmer as Silverkey said. But it feels the projectile is also something needs to changed, IMO.
I always imagine if iMage mechanism is changed by removing the projectile, but still a ranged attack. So you can imagine it will be like scepter ele fire attunement skill 1. Instead of bounced attack, it burns and/or gives fury to up to 4 enemies and/or allies in the radius/cone/whatever might fit and not too overpowering.

In that i agree, then you could also add confusion to inflict too, will strengthen a little more, because it makes very little damage compared to other phantasm. Reducing its charging ability, and slightly increased attack speed.
