It’s more of a tool to trigger mantra traits than a serious attack.
2 (3) Minor damage spikes at instant speed.
If you spec heavily into mantras, it can heal allies around you etc.
Don’t ever try to touch it for the damage alone. It’s just not worth it.
The mob has spoken and the turrets shall be burnt at the stake.
It can crit for 3k+ in a berserker set, two times. If you spec “heavily” into mantras the damage is even more and you can use it three times.
Im not saying i would take it over glamours, blink or decoy but i find its a good damage skill if you combo it.

MoP crits about 2k +/- on heavy golem in a Zerker set up. While it is nice to have the instant cast white damage it doesn’t seem to have enough teeth to warrant taking it in PvP over other utilities that have some actual utility.

As direct answer, it’s the secondary. A precharged damaging spell. Skills with passive abilities are signets.
As a stand-alone skill it can only be a slight burst ability. Precharge it and unlesh the damage while doing everything else. You can use the charges all the time.
As naphack implied, its true abilities lie in its short recharge in combination with mantra traits, mainly Restorative Mantras (Inspiration X), secondary Empowering Mantras (Dueling XI).
In PvP as mantra burst mesmer, it’s an essential power source.
Sometimes I run a 30/30/0/0/10 “hardcore glasscannon” mantra build in WvW.
Berserker equip and greatsword. Maximum damage, zero defense.
My utility bar is full of mantras to increase the damage further with Empowering Mantras (Dueling XI) trait.
MoP deals a whopping 3k damage per shot – in a typical situation, not just on a lucky crit. Never saw 4k from it, but it doesn’t fall below 2k either. I’d say 3k is the average damage of MoP in my glasscannon build. (I have three charges per mantra in my build.)
GS autoattack deals about the same 3k damage (at max range) in this build. So you could say 1x MoP is equal to 1x GS autoattack.
While this build is fun when running with a zerg, you have zero chance to win a 1vs1 with it. Once your pre-charged mantras are depleted and your enemy is still alive, you’re done. Recharging mantras in a 1vs1 situation will break your neck. Recharging a mantra means 3 seconds of doing nothing, not even a dodge roll. Any competent enemy will kill you in these 3 seconds. That’s the weak point of mantras.
