Is it not important skill anymore for them to even change its time when you are in water? or did I miss something? =p

Under water time is the old cast time of it.

That’s a nice catch. I think it’s probably an oversight because what’s underwater combat?

This is pretty normal. Almost 100% of changes to skills do not end up changing the water version too for at least several patches.
