You can equip two weapon-sets, so you can easily carry one ranged and one melee weapon – and this offers you the greatest flexibility, too.
Other than that, “it depends”.
If you mean open-world, Greatsword is really good for those situations. But it’s terrible in dungeons, where I’d use Scepter+Pistol as my off-set. Staff is good if you need lots of extra defence and an Ephemeral field.
