Mesmer PvE state?
I think the reason nobody’s answered is that the question is too general. As a general response: Mesmer is great in PvE. Staff/Sword+Focus or Sword+Pistol are both fairly common loadouts. The general consensus is to avoid Confusion-based builds for PvE (good for PvP though), other than that pretty much any loadout and any set of Traits will work well if you know what you’re doing and what type of damage/mitigation you’re favouring, you just have to fiddle about, experiment and find something that suits your particular playstyle (relative to PvE and PvP).
Just be aware that, while a lot of variation and flexibility is part of the class, the overall Mesmer playstyle is fairly active, requiring good situational awareness.

I am not sure what you’re doing that makes Mesmers “great” in PvE. We’re able to kill stuff, even several at the same time, but you better have some tea and a snack because there’s nothing quick and easy about PvE as a Mesmer. We kill stuff much, much slower than every other class in the game, by quite a bit, and we also have the worst AoE. We can barely tag half the mobs in your average dynamic event without putting a lot of effort into it.
I have gotten gold in all events except for ones that i walk out of.
Mesmers are perfectly fine for PVE, it just depends how active you want to be.
Basically you need to work for your damage. And once everything aligns the damage flies.
If effort is the problem that comes down to the player and not the class. If you want a simple class then don’t go with mesmer.

I walked into an event earlier today were you had to kill a champion. There were already lots of people attacking it and I hit a few times before it died, literally like 3 times at most.
I got Gold.
Its harder to get bronze for DEs in this game then it is to get Gold. That isn’t what people are complaining about when they say Mesmers are bad at DEs.
Tip: don’t go condition damage for PVE events… I was wailing on a dragon w/ staff for like 10 minutes and didn’t even get credit for participating. (no bronze and no chest).
If I had time I would have swapped to GS or something else, but this just popped up out of nowhere with staff as my only ranged.

Yeah, it takes a lot of effort to click Chaos Storm.

Go staff + sw/fo and use ALL your skills. This isnt a faceroll class, you need to use all your tools. If its harder I think thats why the people that play it enjoy mesmer, you need to adapt to every circumstance and you have tools to do it too.
